أهمية التشريعات القانونية في مجال الرعاية الاجتماعية للأسرة الليبية

الملخص

The profession of social work in Libyan society can achieve the  objectives of social welfare policies in supporting and protecting the family to carry out its educational function towards its children. It is very useful to see the security legislation that provides for the laws to protect the Libyan family from everything that may hinder the educational processes in it, and it is important to follow up the application of the laws related to the protection of the family from the threat of disease, ignorance and hunger. It is worth mentioning that the legislation related to the Libyan family needs legal review and understand the social and economic problems that hinder the family from performing its educational functions within society. The definition of social service in the field of social welfare for the family was defined in the development, preventive, therapeutic and development plans, based on the social policies of social welfare for the family. It works to achieve the objectives of social and economic development plans related to the Libyan family in states of stability and emergencies. He carries out the tasks of the duties of the multiple professional roles of the social work profession. Social workers who received education and field training in various institutions of society and acquired skills that enable them to carry out scientific steps to achieve the goal of the social work profession of enabling the family to benefit from laws and pastoral and service legislation to satisfy the needs and solve problems.. . The study aims to clarify the importance of an analytical reading of   reality, the legal impact and security legislation on the functions of the family in Libyan society, and to clarify the importance of local and international laws, legislation, charters and treaties in helping the Libyan family to carry out its duties in education and upbringing based on the teachings of the holy heavenly messages, and to protect husbands and children from losing livelihoods, preserve their stability and achieve the noble goal of their emergence on earth. To emphasize the need to pay attention to legal research centers specialized in the care of the Libyan family. The descriptive approach was used by the method of analyzing the content of the study variables. The participating observational study tool was chosen as a study variable analysis tool.

The question of the study was determined. How to protect the Libyan family within society What are the legislation, charters, treaties and laws related to helping the family protect its children from poverty syndrome (ignorance, disease and hunger). May children be blessed with a feeling of love, psychological reassurance and mental health, in which the feelings of fear are denied..      She reached the importance of conducting research and academic studies on the legal impact of legislation related to the stability of the family and its functions, which reached the answer to the question of the study. In the importance of legislative attention, as social relations and interactions within society are regulated by religious legislation and positive laws that are written by specialists and familiar with religious beliefs and customary moral rules that are known and agreed upon, which do not conflict with human values and principles in education and socialization. Providing data to academics in universities and university students to determine the basic material and moral needs community and the problem society is also a scientific method that pushes to make solutions and to mitigate the negative effects that may affect the family due to the weak mechanisms of legislative institution.

 يمكن لمهنة الخدمة الاجتماعية فى المجتمع الليبي تحقيق اهداف سياسات الرعاية الاجتماعية فى دعم وحماية الاسرة للقيام بوظيفتها التربوية اتجاه أبناءها . ومن لمفيد جدا الاطلاع على التشريعات الضمانية التى تنص على قوانين حماية الأسرة الليبية من كل ما قد يعيق العمليات التربوية فيها ومن المهم متابعة تطبيق القوانين المتعلقة بحماية الأسرة من تهديد المرض والجهل والجوع .والجدير بالذكر ان التشريعات المتعلقة بالأسرة الليبية  تحتاج للمراجعة القانونية  واستيعاب المشكلات الاجتماعية والاقتصادية التى  تعيق الاسرة على القيام بوظائفها التربوية داخل المجتمع .وحدد تعريف الخدمة الاجتماعية فى مجال الرعاية الاجتماعية للأسرة  فى ضع الخطط الأنمائية والوقائية والعلاجية ب والتنموية ناء على السياسات الاجتماعية للرعاية الاجتماعية للأسرة. وتعمل على تحقيق أهداف الخطط التنموية الاجتماعية والاقتصادية المتعلقة بالاسرة الليبية فى حالات الاستقرار والطوارئ . ويقوم بمهام واجبات الادوار المهنية المتعددة لمهنة الخدمة الاجتماعية اخصائيون اجتماعيون  تحصلوا على تعليم وتدريب ميدانى فى مختلف المؤسسات المجتمع واكتسبوا المهارات التى تمكنهم من تنفيد الخطوات العلمية  لتحقيق هدف مهنة الخدمة الاجتماعية المتمثلة فى تمكين الاسرة من  الاستفادة من القوانين والتشريعات الرعائية والخدمية لأشباع الحاجات وحل المشكلات.

.تهدف الدراسة الى توضيح أهمية القراءة التحليلية للواقع والأثر القانوني والتشريعات الضمانية على وظائف الأسرة فى المجتمع الليبي  وتوضيح أهمية القوانين والتشريعات والمواثيق والمعاهدات المحلية والدولية فى مساعدة الأسرة الليبية على القيام بواجباتها فى التربية والتنشئة القائمة على تعاليم الرسالات السماوية المقدسة، ولحماية الأزواج والأبناء من فقد مصادر الرزق وحفظ استقرارها وتحقيقها للهدف النبيل السامي لنشؤها على الأرض. ولتؤكد  ضرورة الاهتمام بمراكز البحوث القانونية المتخصصة فى رعاية الاسرة الليبية.واستخدم المنهج الوصفي بأسلوب تحليل مضمون متغيرات الدراسة. واختير أداة الدراسة الملاحظة المشاركة كأداة لتحليل متغير الدراسة .وحدد تساؤل الدراسة. كيف يتم  حماية الأسرة الليبية داخل المجتمع ما هي التشريعات والمواثيق والمعاهدات والقوانين المتعلقة بمساعدة الأسرة فى حماية أبناءها من متلازمة الفقر (الجهل والمرض والجوع). لينعم الأطفال بالشعور بالحب والاطمئنان النفسي وبالصحة النفسية تنتفي فيها مشاعر الخوف .وتوصلت الى أهمية اجراء البحوث والدراسات الاكاديمية عن الاثر القانوني للتشريعات المتعلقة باستقرار  الاسرة وقيامها بوظائفها توصلت الى الإجابة على تساؤل الدراسة. فى اهمية الاهتمام التشريعى حيث  ان العلاقات  والتفاعلات الاجتماعية داخل المجتمع تنظم بالتشريع الدينى وبالقوانين الوضعية التى تكتب بواسطة متخصصين ومطلعين على المعتقدات الدينية والقواعد الأخلاقية والعرفية المتعارف والمتفق عليها والتي لا تتعارض مع القيم والمبادئ الإنسانية فى التربية والتنشئة الاجتماعية .كما ان توفير البيانات للأكاديمين فى الجامعات ولطلاب الجامعيين لتحديد مجتمع الحاجات الأساسية المادية والمعنوية ومجتمع المشكلات  أسلوب علمي يدفع الى صنع الحلول ولتخفيف من الأثار السلبية التى قد تصيب الأسرة بسبب ضعف آليات المؤسسات التشريعية
