Dr. Emad Gamati, has started working for the ministry of High Vocational Education in 1994, then moved to the High Education ministry in 2004 (Almergb University as Dean of Faculty of Literature & Science), and started working at the university of Tripoli in 2015. Dr. Gamati is an experienced innovative senior human capital and capacity building (Vocational Education and learning Advising, organization development), higher education, and digital development. Having a Ph.D. in Computer Information systems (MIS, e-Business, e-Learning) with a proven record of accomplishment of professional industry-academic experience in the learning strategy, design, development, delivery, evaluation, talent, and performance management. His expertise spans areas: 1) Human Capabilities Management, Corporate Learning & Development, Training & Consultancy. In addition to R&D activities and programs: career, professional, talent management, succession planning, and leadership development programs for all administration disciplines. 6) Employment History: Full Time 6.1 Jan 2015 – Now Faculty of Education – University of Tripoli. Head of Computer Department- Quality Unit Coordinator–Lecturer (Information Systems and security – Internet Programming – Android Programming …)– Graduation projects Coordinator and supervisor–Head of many scientific committees for (Curriculum, Enrolment, Reviewing,…). 6.2 Feb 2008 – Jan 2015 Faculty of Arts & Science – El-Mergib University. Dean of Faculty of Arts & Science – Designing of Faculty Development Plans (e.g. Established new Departments). Reformed and improved the facilities in the faculty by completing the planned ones and launching new projects. Working on establishing a new campus for the faculty to contain and implement the suggested expansion plans ( student increasing, new labs, new departments, new sub-departments, .. ) . Starting scientific reviewing committees inside each department for reviewing and reproducing all courses curriculum. Head of the Department of Computer Science. Lecturer. 6.3 Jan 2006 – Feb 2008 Management Development & Professional Certification Center (MDPCC). Establishing and lunching the desired U.K-style vocational college in Libya as a development model– Preparing and designing some proposals which can enhance the Libyan vocational system in terms of development and updating– Delivering some short term courses in Management and Leadership (ILM Framework). Organizing an accreditation process for awarding ICDL certificates and delivering ICDL preparation courses by MDPCC–Producing the internal policies, charter, disciplinary procedures and the required forms for the MDPCC during the establishing stage. 6.4 Sept 1998 – Jan 2006 Trainers preparation High Institute This Institute graduate qualified vocational trainers towards an HND certificate in different areas within 3 years (include ToT course skills). During this job, I was:  Head of Computer Department since its establishment until I obtained an M.sc. scholarship.  Providing day to day administrative support to the staff team within my department.  Dealing with all aspects of graduate recruitment.  A chairman of many committees for reviewing and updating training courses curriculums.  Designer, supervisor and teacher for afternoon training courses.  Running (Also teaching some courses) three-term courses in computer science towards a Diploma in computer (the program designed by the Vocational Training Ministry).  Providing administrative support and report to the principal of the institute.  Head of development and planning department. 6.5 Dec 1997 – Sep 1998 Statistics and Information Department of Vocational Education– Tripoli Regional office: I established and headed this department from scratch, defined its duties, responsibilities, proposed strategic vision and work plans, then recruited the needed employees to meet the objectives of the proposed plans. the duties were:  Responsible for 138 vocational training centers in different levels.  Designed and build up the needed databases for all the information we needed.  Students’ enrollment plans in each center, according to the needed discipline.  Annual assessment report for each center and overall report.  Ensure that all the needed requirements of the training centers (textbooks, raw materials, supplies training, educational tools ... ) are provided based on the prior prepared plans.  Preparation of periodic reports and submits them to the ministry. 7) Employment History: Part time As a Consultant (June 2013 – up-to-date)  Member of the consultative committee of the center of the research, Consultancy and Training – Tripoli University : the main duties were: o Developed indexes and standards documents to maintain the Quality Assurance basis. o Provided training and support to the consultants and work teams members. o Performed Quality Assurance on courses and content developed by the training teams. o Presenting the proposals , studies , visions and plans about certain issues. o Delivering Consultancy, Research and Training to The university and the public/private organizations and bodies.  Member of the Advisory Council of the Municipality of Kaser-khiar : (named "municipal Experts Council" according to the Law No. 116/2015 of the Ministry of Local Government regarding the managerial structure of the municipalities ). Which considered as the Highest Advisory Board for the municipal council, where its members are chosen from experts, consultants, qualified and experienced people in local affairs.  Member of the consultative scientific committee of the institute of Banking and Financial studies (IBFS) : IBFS is a training institute for developing and qualifying the manpower of the banking sector and the government financial institutions on the national level. I was a member of the Auditing and developing committee in IBFS Which looking for reviewing, developing, updating and forming strategic plans for training courses to meet the national plans for develop and qualified the workforce in the banking and financial sector for the government economic development plans.  Quality Assurance and Professional Certification Center (www.qacc.ly): Develop strategic plans for training and marketing, analysis training market, develop new training programs upon market needs.  Ofacc-Jadeed for training and consultancy. Ltd: Project manager for ICT training program, ICDL & CompIT approval, Franchise agreements, provide qualified trainers, design and prepare training courses (curriculums, Labs, materials,..)
