About the project

SAHA aims at contributing to the modernization of the Health and healthcare systems in Libya, by addressing both these major areas of concern that draw intense citizen and government attention throughout Libya. The ongoing conflict is causing an increase in health needs for ordinary Libyans and military personnel. To address rising healthcare problems such as the increasing pressures on the sustainability of health systems, new and more effective health policies are needed. These have to be guided by the best available data, research, and evidence on good practices, effectiveness, and efficiency of systems of healthcare and prevention. Up-to-date and high-quality health data are required to evaluate policies and interventions for their outcomes, costs, and priority-setting, to determine public health system performances and to provide timely monitoring of trends in health. Universities and Academic hospitals are the most suitable environment to elaborate, discuss, implement and finally achieve these goals. Therefore, the SAHA project is intended to upgrade the quality of existing courses and enhance its relevance for the labour market and society by (1) introducing new courses on Health Economics and Healthcare management and creating centers for health data management in the Libyan HEIs; (2) setting up and managing academic centres for collecting medical data; and (3) by creating an advisory multi stakeholder committee for defining policy recommendations at for local, regional, national and international stakeholders and decision-makers. According these objectives the wider aims of the project is to reinforce education in response to today’s main challenges of Libya (peace enforcing, healthcare access for Libyan civilian and military population; public health, employment and economic growth), especially within the field of healthcare services, which are the ones that employ the highest number of people and are able to produce, faster than by any other means, social equity, wealth redistribution and the full exercise of a social right (the Health).

The specific objectives

1)    Enhancing HEIs human resources capacities in the field of Health Economics and Healthcare Management by improving quality, relevance, equity of access, planning, and delivery of training offers and upgrading the quality of existing courses and enhance its relevance for the labour market and society with new courses on Health Economics and Healthcare management;

2)    to promote a reform process in the field of the Libyan health system through a participatory approach and by involving national and international stakeholders, HEIs representatives, public authorities.

3)     to reinforce the reliability of data and statistics related to health management in the country by setting up health management data centers in each of the involved Universities.




Project Action Plans

An improvement of the quality of health sector in the country can be done only through a complex and multi-faced project and by creating health data management centers for the benefit of the society at large.

The project consists of 8 WPS:


§   WP1

Title: Needs analysis and assessment of Higher Education Health sector in Libya


-Update of health management activities in Libya.

-Census for Health management centers preliminary to this exercise will be the collection of contacts from all Medical Centers in Libya to whom send the virtual scheme for the census.


§   WP2

Title: curricular design for the postgraduate training of medical professionals in Health Management


-Drafting of a curriculum for the postgraduate training in Health Management

-Accreditation procedure for the new integrated courses


§   WP3

Title: Managing health in crisis contexts


-Mapping and involving relevant stakeholders

-Collecting inspiring practices from EU and MENA region regarding health management in crisis contexts

-Establish and running a high level multi sector committee composed by external stakeholders

-Defining a Strategic Agenda for managing health in crisis contexts: the Libyan scenario


§   WP4

Title: Training of academic staff involved in the new integrated curricula in Health Management


-Local training for Libyan Staff

-Study visit for Libyan Staff

-Introduction of ICT technologies as a tool for interactive education, e-Learning, Continuing Education, Online Training and Virtual Mobility


§   WP5

Title: Trial implementation of the new Health Management integrated curricula and related centers


-Trial implementation of the first year of the new curricula

-Monitoring activities of new curricula


§   WP6

Title: Quality assurance


-Establishment of predetermined quality indicators and standards

-Designation of quality instruments, such as templates, questionnaires and protocols.

-Monitoring, assessment and control of the predetermined and defined indicators, standards and goals.

-Elaboration of the project quality assurance reports.

-Evaluation of training process by an external institution.


§   WP7

Title: Dissemination and exploitation


-Identification of dissemination groups and elaboration of a dissemination plan.

-Creation of a project website as platform of collaboration and dissemination.

-Maintenance and administration of the website.

-Elaboration of 3 virtual bulletins and distribution among the target groups.

-Organization of meetings for the dissemination of the project.

-Social media coverage to increase visibility.

-Final Conference: New paradigm in training professionals on healthcare management.
