Abstract: Given the crucial role that the Security Council plays in the international system as a whole and in international relations—particularly in the area of maintaining international peace and security—and in light of the exclusive powers granted to it by the United Nations Charter, it has become the focus of attention for the world and for Member States. As a result of the expansion and significant increase in the number of United Nations member states—a situation incomparable to that prevailing at the time of the San Francisco Conference—and due to the tremendous developments in international relations since then, particularly the end of the Cold War with the collapse of the Soviet Union and the socialist system, the need to amend the United Nations Charter has become apparent, particularly the articles relating to Security Council membership and its powers—especially the “veto” right enjoyed by the five permanent members—and, consequently, the need to include a larger number of states in its membership and to reconsider its functions and powers. This study aims to describe and analyze the current state of the Security Council and to examine the proposals and initiatives put forward to reform it and make it more responsive to emerging global circumstances and more effective in addressing international issues, particularly in light of the fierce opposition from some permanent members to certain radical reform proposals. The researcher adopted a descriptive-analytical approach. The study concluded that genuine reform requires international consensus and a transitional process, and that small states must unite to form a single bloc to demand reform in order to preserve their sovereignty and common interests, with the goal of establishing a just peace and development based on cooperation among states.
