Abstract— More than 600 Million international voice call minutes are being yearly exchanged through the Libyan international gateway. Mobile as well as fixed-line operators rely on the international gateway to manage the termination of their international voice traffic via its international gateways and access networks. This paper proposes a model for a decision support routing system, based on Multi Objective Optimization (MOO) methods, that routes international call traffic on the best candidate routes, according to a predefined preference selection of required Quality of Service (QoS) and profitability levels. The proposed system model was found to be effective in selecting the most suitable candidate routes for international call traffic based on user preference choice level, recorded QoS state for
