ملخص
إن الهدف من هذا الكتاب يتمثل في وصف وتحليل العلاقات الدولية في إطار مقارن يأخذ في الحسبان البعدين النظري والواقعي. ويلاحظ في هذا السياق أن علم العلاقات الدولية قد نشأ وتطور من خلال نظريات كلية ومتوسطة وجزئية للمدارس الفكرية المختلفة. فالنظريات التقليدية لا تعترف إلا بالدولة كطرف وحيد في العلاقات الدولية. لكن النظريتين السلوكية والمابعدية لا تقلل من دور الدولة في هذا السياق، ولكنهما يبرزان أطراف أخرى مثل المنظمات الدولية والإقليمية والرأي العام العالمي. عليه، فإن علماء العلاقات الدولية قد تعاملوا مع اسئلة مشروعة في مجال العلاقات الدولية لعل أبرزها: هل يمكن التعامل مع العلاقات الدولية من منطلق نظري يبسط لنا الواقع المعاش لدول عالمنا المعاصر؟ وهل يمكن للأطر النظرية المتاحة تبسيط الواقع المعاش بحيث يمكن الاستفادة من نظريات العلاقات الدولية على أرض الواقع؟ وما هي الأسس الفلسفية والنظرية لعلم العلاقات الدولية في الألفية الجديدة؟ وبالرغم من أن علم العلاقات الدولية يعتبر علما حديثا تعود بدايته إلي القرن العشرين، إلا أن الأدبيات غنية بالأطر النظرية التي تبسط لنا الواقع المعاش. أما فيما يتعلق بالأسس الفكرية لعلم العلاقات الدولية فإنها تعكس أراء ثلاثة أطر فكرية هي المدرسة الكلاسيكية، والسلوكية، والمابعدية. ولا تعني حداثة علم العلاقات الدولية تجاهل الأسس الفلسفية والقيمية لهذا الحقل المعرفي الجديد. فالعلوم الاجتماعية بما في ذلك علم العلاقات الدولية تعكس بعدا حضاريا يتمثل في فلسفة العلاقات الدولية منذ القدم. إذا، فالتركيز على العلاقات الدولية كعلم لا يعني تجاهلها كنشاط تمت ممارسته عبر العصور من خلال تبادل البعثات الدبلوماسية والقنصلية والانخراط في علاقات السلم والحرب. كما أن العلاقات الدولية تعكس نشاط فلسفي قديم يعود الي حضارات الشرق القديمة إلي جانب أنها مهارات تعكس تراث انساني عريق. وتمشيا مع هدف التعامل مع العلاقات الدولية كعلم عليه فقد تقسيم الكتاب إلي ستة فصول وذلك على النحو التالي: علم العلاقات الدولية (الفصل الأول) نظريات العلاقات الدولية. (الفصل الثاني) (ا الدولة كطرف رئيسي في العلاقات الدولية. (الفصل الثالث) أطراف العلاقات الدولية غير الدولة. (الفصل الرابع) مفهوم القوة في العلاقات الدولية. (الفصل الخامس) قضايا وأزمات العلاقات الدولية. (الفصل السادس) كلمات دالة: علم العلاقات الدولية، نظريات العلاقات الدولية، الدولة، أطراف غير الدولة، النظام الدولي، النظام العالمي، مفهوم القوة، القضايا والأزمات الدولية. Abstract This book aims to describe, analyze, and compare international relations theories and practices. Yet, international relations have emerged as a scientific branch by political scientists. They developed macro and micro theoretical frameworks reflecting scientific revolutions in political science. Classical theories recognize the state as the only player in international relations. However, the behavioral and post-behavioral theoretical frameworks do not ignore the state's role in this context. Still, they emphasize the role of other parties, such as international organizations and global public opinion. Accordingly, scholars of international relations have dealt with legitimate questions, perhaps the most prominent of which are: Is it possible to approch international relations from a theoretical standpoint that simplifies the reality of our contemporary world? Can the available theoretical frameworks narrow down the gap between theory and practice? What are the philosophical and theoretical foundations for the science of international relations in the new millennium? Although the science of international relations is considered a modern field of knowledge that dates back to the early 1900s, the literature is rich in theoretical frameworks that simplify our lived reality. As far as the scientific foundations of international relations are concerned, they reflect the views of classical, behavioral, and post-behavioral theoretical frameworks. Nevertheless, the field of international relations does not mean ignoring the philosophical and normative foundations background. The social sciences, including the science of international relations, reflect a historical dimension represented in the philosophy of international relations since ancient times. This book is divided into six chapters; the first three focus on the theoretical dimensions, and the last are concerned with the practical views of international relations.
