إن الهدف من هذا الفصل يتمثل في مدى إمكانية تطبيق النظريات السياسية في فهم الديناميكيات المعقدة للنخب السياسية الليبية، ومن خلال تحليل سلوك وأنشطة هذه النخب، سيتم تحديد العوامل التي تؤثر على قراراتها وأفعالها. وفي حين تقدم نظريات مثل السلوكية والنخبوية والمؤسساتية والثقافية رؤى قيمة، فإن حدودها في تفسير السياق الليبي تعتبر واضحة، حيث يتميز المشهد السياسي الليبي بالتشرذم والقبلية والإقليمية، مما يفرض تحديات كبيرة على تطبيق النظريات التقليدية. ولمعالجة هذه التعقيدات، هناك حاجة إلى منهجية أكثر دقة، تتضمن الانتباه لعوامل أخرى مثل التدخل الأجنبي، وغياب المؤسسات القوية، والطبيعة المتطورة للنظام السياسي الليبي. ومن خلال فهم التحديات والفرص التي تواجه النخب السياسية الليبية، يمكننا اقتراح حلول لتحقيق الاستقرار في البلاد. وقد تشمل هذه الحلول بناء مؤسسات الدولة القوية، وتعزيز الحوار الوطني، ومكافحة الفساد، ودعم المجتمع المدني، والاستثمار في تنمية الشباب. وفي نهاية المطاف، فان هناك حاجة ملحة إلى مزيج من التحليل النظري والرؤى العملية للتنقل عبر تعقيدات السياسة الليبية والعمل نحو مستقبل مستدام. كلمات دالة: النخب السياسية الليبية، نظرية النخب الليبية، واقع النخب الليبية، النظرية الكلاسيكية، النظرية السلوكية، والنظرية المابعدية. Abstract This chapter examines the applicability of political theories in understanding the complex dynamics of Libyan political elites. By analyzing the behavior and activities of these elites, we aim to identify the factors influencing their decisions and actions. While theories like behavioralism, elitism, institutionalism, and culturalism offer valuable insights, their limitations in explaining the unique Libyan context are evident. The Libyan political landscape is characterized by fragmentation, tribalism, and regionalism, posing significant challenges to the application of traditional theories. To address these complexities, a more precise approach is required, incorporating factors such as foreign intervention, the absence of strong institutions, and the evolving nature of the Libyan political system. By understanding the challenges and opportunities facing Libyan political elites, we can propose solutions to stabilize the country. These solutions may include building strong state institutions, promoting national dialogue, combating corruption, supporting civil society, and investing in youth development. Ultimately, a combination of theoretical analysis and practical insights is necessary to navigate the complexities of Libyan politics and work towards a sustainable future.
