ملخص
إن النشاط الرياضي الخارجي هو احد أجزاء درس التربية البدنية لحقيق أهداف خطة التربية الرياضية بالمدرسة والعمل على الخروج من نطاق المدرسة إلى التعامل مع البيئة المحيطة وذالك عن طريق الاشتراك في المسابقات التي تنظمها إدارة التعليم بين مدارس المنطقة أو أقامة أيام رياضية مع المدرسة والمؤسسات المجاورة بهدف اكتشاف المواهب وصقلها و توجيهها لتكن ذخيرة فعالة يستخدمها في المجال الرياضي للأندية والمنتخبات وتقوم أمانة التعليم من خلال إدارة النشاط المدرسي بوضع خطة عامة لكافة مراحل التعليم الاساسى و المتوسط في النشاط الرياضي لكل مرحلة على حدا في الألعاب المختلفة وتكوين منتخبات بالمناطق و البلديات في الألعاب المختلفة مع باقي المناطق و البلديات الأخرى وهو نشاط تنافسي موجة بين أفراد نفس المرحلة ونفس الجنس ( 11: 156). ومن خلال عمل الدارس مدرساً للتربية البدنية في المؤسسات التعليمية بمدينة المرج وأشرافه المباشر على تنفيذ برامج النشاط الرياضي الخارجي بين المؤسسات التعليمية سواء داخل المنطقة أو على مستوى مدينة المرج لجميع مراحل التعليم أو اشتراكه في وضع التقارير حول سير النشاط الخارجي من مرحلة التعليم الاساسى للمجالس المحلية و بالمناطق داخل مدينة المرج لاحظ أن النشاط الرياضي الخارجي لمرحلة التعليم الاساسى داخل مدينة المرج تقابله العديد من المعوقات الإدارية تحول دون تحقيق أهدافه مما يؤثر بشكل مباشر على حجم الممارسة الفعلية للنشاط الرياضي الخارجي في معظم مدارس المرحلة بالإضافة إلى قلة مشاركة بعض المدارس في الألعاب الجماعية و الفردية المدرجة بالخطة وانعدام المتابعة الدقيقة و الجدية فقلة ترشيد وتوجيه المتقدمين بمهامهم ،بالإضافة إلى زيادة النفقات المالية وعدم تحديد الاختصاصات والمسئوليات لذا القيام بهذه الدراسة لمعرفة المعوقات الإدارية للنشاط الرياضي الخارجي لمرحلة التعليم الاساسى بمدينة المرج .
