الخدمة الاجتماعية مهنة إنسانية لها فلسفتها المتكونة من قيم، ومعايير وفضائل إنسانية تستند إليها في تعاملاتها الإنسانية مع الوحدات الإنسانية، بما يؤكد قيمة الإنسان، واحترام كرامته، وخصوصيته الاجتماعية في دراسة الحالات التي يتعامل معها الأخصائي الاجتماعي سواء أكانت حالات فردية أم جماعية أم مجتمعية في ظل تعميم البُعد الإنساني لمهنة، لكي يتمكن الممارس المهني من تفهٌم ظروف المجتمع، واقتراح الحلول التي تتناسب وطبيعة المشكلة، ليتم من خلالها وضع الحلول العلاجية أو الوقائية لحل المشاكل، ويتم ذلك من خلال إعداد الأخصائي الاجتماعي على أسس من القاعدة العلمية العريضة من العلوم المختلفة لخلق كوادر مهنية تسعى لتحقيق أهداف المهنة، وقادرة على تقديم الخدمات الاجتماعية بشكل علمي، وبما يتفق وأهداف المجتمع الليبي وبما يمكن من إثراء وتنمية البناء المعرفي النظري للخدمة الاجتماعية، والرقي بأساليب الممارسة المهنية، للمساهمة في صياغة محتوى الخدمة الاجتماعية في بعدها الإنساني بما يعكس ذاتية وخصوصية المهنة، ويكون نابعاً من واقع المجتمع ويفي بتطلعات ومتطلبات الخدمة الاجتماعية في المجتمع الليبي لتحقيق التنمية الشاملة. أما تساؤلات البحث فتمحورت على الآتي هل توجد علاقة بين البعد الإنساني لمهنة الخدمة الاجتماعية والخصوصية الاجتماعية والثقافية للمجتمع الليبي؟. هل نجحت مناهج الخدمة الاجتماعية في المجتمع الليبي في استيعاب خصوصياته الاجتماعية والثقافية ؟. ما هو تأثير استيعاب الخصوصيات الاجتماعية والثقافية للمجتمع في تطور ممارسة مهنة الخدمة الاجتماعية في المجتمع الليبي؟. كيف يمكن لميثاق مهنة الخدمة الاجتماعية أن ينبثق من قلب الواقع الثقافي والاجتماعي للمجتمع دون أن يتعارض مع القواعد والأسس والمعايير والمبادئ المهنية المتفق عليها. ما هي أبرز الصعوبات التي يمكن أن تعيق ممارسة مهنة الخدمة الاجتماعية في بعدها الإنساني في إطار الخصوصيات الاجتماعية والثقافية للمجتمع الليبي؟ ومن أهم نتائج البحث: أثبتت نتائج إجابات أفراد مجتمع البحث بأن ممارسة مهنة الخدمة الاجتماعية في بعدها الإنساني تحتاج لدراسات علمية من أجل تطويرها وبما يدعم مخرجات تعليم الخدمة الاجتماعية جاءت بنسبة(86. 4%) وذلك ما يؤكد بأن الدراسات والبحوث العلمية تساهم في تطوير ممارسة مهنة الخدمة الاجتماعية في بعدها الإنساني بما يخدم خصوصية المجتمع الليبي بنسبة (79. 9%). كما أوضحت نتائج إجابات المبحوثين بأن هناك نسبة كبيرة من المبحوثين غير راضيين عن وضع الممارسة في المجتمع الليبي من خلال رغبتهم في تقييم ممارسة المهنة من منطلق إجاباتهم بأن مهنة الخدمة الاجتماعية في بعدها الإنساني ارتبطت بالمجتمعات الغربية أكثر من توظيفها لخصوصية المجتمع الليبي بنسبة(70. 1%). كما بينت إجابات المبحوثين بأن ضعف توظيف ما تتوصل إليه البحوث العلمية من نتائج وخبرات في إطار مهنة الخدمة الاجتماعية يؤثر سلبا على قضايا المجتمع الليبي ومؤسساته بنسبة (72. 4%). كما أثبتت نتائج المبحوثين بأن المقررات الدراسية بمهنة الخدمة الاجتماعية ومجالاتها في بعدها الإنساني يجب أن تركز على الجوانب النظرية أكثر من التطبيقية لكي ترتبط بخصوصية المجتمع الاجتماعية والثقافية، بنسبة(67. 3%) أشارت نتائج المبحوثين بأن نجاح مهنة الخدمة الاجتماعية في المجتمع الليبي مرتبط باستيعاب خصوصياته الاجتماعية والثقافية بنسبة (79. 4%)، وذلك يتفق مع ما جاءت به دراسة نزيهة صكح، بأن مهنة الخدمة الاجتماعية تساهم مساهمة فعالة وايجابية في بناء المجتمع لتحقيق التنمية الاجتماعية والاقتصادية مما يجعل أهميتها تؤكد على ضرورة توطينها في المجتمع العربي الليبي بشكل خاص. أوضحت بعض نتائج البحث بأن الميثاق الأخلاقي الدولي للخدمة الاجتماعية في حاجة إلى تطوير لمضامينه ومواده وفق خصوصية المجتمع الليبي جاءت بنسبة(81. 8%)، مما يدل ذلك على أهمية وجود ميثاق أخلاقي منبثق من طبيعة المجتمع الليبي وخصوصيتهكما أوضحت نتائج المبحوثين بأن غياب التشريعات التي تحد مزاولة المهنة لغير ممارسيها مما أثر سلبا على ممارسة المهنة في المجتمع الليبي جاءت بنسبة(79. 4%) مما يدل ذلك على أهمية التشريعات داخل المجتمع الليبي لمنع تداخل التخصصات، وتنمية الوعي المجتمعي بأهمية ممارسة المهنة في المجتمع الليبي جاءت بنسبة (79. 0%)، كما أكد المبحوثين من خلال إجاباتهم بأن تنوع المناهج وعدم توحيدها داخل مؤسسات تعليم الخدمة الاجتماعية يؤثر على مستوي تطوير مهنة الخدمة الاجتماعيةفي المجتمع بنسبة (82. 2%).
