الاتصالات ونظم المعلومات وتطبيقاتها في المجالات الهندسية الباحثة/ سميرة محمد رزق Samar19280@yahoo.com الملخـص : منذ بدء الخلٌيقة والإنسان ٌسعى لتلبية احتياجاته من المسكـــن، حتى ٌيتسنى له هناءة العٌش ، فعبر التاريخ والإنسان مرتبط بالحٌيز المكانًي النابع من علاقاته والعـــوامل المحيطة، سواء كانت الطبيعة البيئية أو الاقتصادية ، فبدأ بالكهوف كمساكن جاهزة ثم بدء ٌيتطــور شيئا فشئنا ، حتى وصل لاستخدام خامات البيئة المحٌيطة ، حٌيث عـــزز ذلك من خاصٌية التطوٌير والتواصل فًي أعمــال التنمية الشاملة بصفة عامة والعمرانية بصفة خاصة . تعد ليبيا من الأقطار العربٌة التًي مرت ببعض مراحل التطور العمرانًي والحضري متعدد الأنماط لحدا ما انعكست التنمية الاقتصادية والصناعٌية والتزايد السكانًي السرٌيع على ذاك التطور، سواء فًي الشكل والمضمـون ، ذلك ما دعا إلى ضرورة توظٌيف نظم المعلـــومات وتقنيه الاتصالات الحديثة المتطــورة ؛ لتحقٌـق منظومة التنمية العمرانية المتواصلة، من أجل توفٌير سبل الراحة والأمان والمستوى المعيشي والحضاري للإنسان وحٌيزه المكانً . تمثل التنمية العمرانية (الهندسة المعمارية) أحد نتائج النهضة التنموية الشاملة التًي ترتب علٌيها زٌيادة احتياجات السكان واحتياجات المرافق والخدمات والمبانًي العامة وتغٌير أنماط معيشتهم الاجتماعية والاقتصادية لذا، فتطبٌيق نظم المعلومات والاتصالات الهندسٌية ٌيعمل على الاستغلال الأمثل للموارد والإمكانات المتاحة؛ لتقلٌيل الفاقد وتحقٌيق أكبر عائد من إدارة وتوظٌيف الأنظمة المعلوماتية في تطوٌيـر البناء والإنشاءات العمرانية، وٌيتحدد الإطار العام لهذا البحث من خلال مناقشة هندسة الاتصالات ونظم المعلـــومات، التًي تسهم فًي التطور الحضري والعمرانً لمشروع البناءات ، من اجل بناء ليبيا فًي تحديات بٌين الواقع وبناء المستقبل، مع التركٌيز على دور الأدوات والتقنية الحدٌيثة فًي رسم السياسات والخطط التنموية العمرانية .
