Abstract

Abstract This paper introduces the concept of Management By Fail (MBF) as a novel approach to evaluating and improving business management practices, specifically within Libya’s petrochemical industry from 2010 to 2017. MBF emphasizes the identification and analysis of recurring organizational, technical, and economic failures that restrict enterprise functionality. By integrating MBF with the Network of Management’s Functions (NMF) and the Fail Assessment Method (FAM), the study proposes a comprehensive system for diagnosing and addressing managerial shortcomings. Unlike traditional management styles such as Management By Exception (MBE), which focus on immediate problem resolution, MBF provides a deeper framework for diagnosing root causes and promoting long-term improvement. The research outlines how the MBF-NMF-FAM model can be implemented using a computer-based evaluation system to support decision-making and enhance operational effectiveness. This innovative framework offers a structured method for measuring deviations in management performance and supports sustainable development by aligning managerial functions with enterprise objectives.
