المستخلص: يهدف هذا البحث إلى تحليل العلاقة التفاعلية بين اقتصاديات التعليم وتمويله والسياسات التربوية في ظل التحولات العالمية والإقليمية، مع التركيز على انعكاس هذه العلاقة في بناء أنظمة تعليمية أكثر فاعلية 45 (إلى أن التعليم يمثل - واستجابة لمتطلبات التنمية المستدامة. فقد أشار هانوشك ووسمان )- 2020 استثمارًا استراتيجيًا ينعكس بشكل مباشر على النمو الاقتصادي من خلال تعزيز رأس المال البشري. كما أن آليات تمويل التعليم تتراوح بين الموازنات العامة، والشراكات مع القطاع الخاص، والتمويل الدولي، ولكل منها نقاط قوة وضعف. ويتناول البحث أيضًا دور السياسات التربوية في توجيه الموارد وضمان العدالة التعليمية، حيث تكافؤ الفرص في التعليم يعد شرطًا أساسيًا لتحقيق التنمية الاجتماعية. ويعتمد البحث على منهجية وصفية تحليلية مدعومة بالبيانات والإحصاءات الدولية، لتقييم كفاءة الإنفاق التعليمي وإبراز التحديات المرتبطة بازدياد الطلب على التعليم وتفاوت جودة الخدمات بين المناطق والفئات. وفي ضوء ذلك، يقترح البحث مجموعة من التوصيات العملية لتعزيز كفاءة التمويل ومواءمة السياسات التعليمية مع الأهداف الاقتصادية والاجتماعية. وتتمثل أهمية الدراسة في كونها تربط بين الأبعاد المالية والسياسية للتعليم ضمن إطار متكامل، يسعى لبناء رؤية استراتيجية أكثر توازنًا وفاعلية للنظم التعليمية. Abstract Economics of Education, its Financing, and Educational Policies This study analyzes the dynamic relationship between the economics of education, financing mechanisms, and educational policies in light of global and regional transformations, focusing on their implications for building effective 1 2025_ اقتصاديات التعليم وتمويله والسياسات التربوية وأثرها في كفاءة التعليم في ليبيا 2010 educational systems responsive to sustainable development goals. As noted by Hanushek and Woessmann (2020, p. 45), education is a strategic investment that directly drives economic growth by strengthening human capital. Similarly emphasized that education financing mechanisms—public budgets, private sector partnerships, and international funding—each have distinct strengths and limitations. The study also addresses the role of educational policies in resource allocation and equity promotion, where Schmitt (2019, p. 87) highlighted that ensuring equal opportunities in education is fundamental to achieving social development. The research employs a descriptive-analytical methodology supported by international data and reports to evaluate the efficiency of educational expenditure and to highlight the challenges associated with growing demand for education and disparities in service quality across regions and social groups. Based on this analysis, the study proposes practical recommendations to enhance financing efficiency and better align educational policies with economic and social objectives. The significance of this work lies in linking financial and policy dimensions of education within a comprehensive framework that contributes to establishing a more balanced and effective strategic vision for educational systems.
