ملخص
تعكس جائحة كورونا اهتمام السياسيين والباحثين والعامة على حد سواء، لأنها تمس ببساطة الحياة اليومية للأفراد والدول والعالم ككل. كما يهتم الباحثون في إطار العلوم الطبيعية والاجتماعية والإنسانية بدراسة الجائحة من أبعادها المختلفة. وتركز هذه الدراسة عموما على البعد السياسي لجائحة كورونا، وعليه فقد تم التعامل معها إما كمشكلة عالمية معاصرة تحظى باهتمام الجميع من ناحية، أو كأزمة عالمية تعكس التنافس العالمي من ناحية أخرى. إن التعامل مع جائحة كورونا كأزمة عالمية يعني أن صانعي القرارات في ليبيا وبقية بلدان العالم المختلفة قد تفاجئوا بالجائحة وتهديدها للحياة البشرية إلي جانب مواجهة ضيق الوقت والمخاطر الناتجة عنها. إن الهدف من هذه الدراسة يتمثل في استطلاع ووصف وتحليل جائحة كورونا في إطار مقارن يأخذ في الحسبان السياسة العامة الليبية تجاه جائحة كورونا. ولتحقيق الهدف السالف ألذكر ستتم الاستعانة بأطر نظرية لعلم السياسة في محاولة مبدئية لفهم البعد السياسي للجائحة والنتائج المترتبة عن ذلك. فاتجاهات الرأي العام إلي جانب تفاعل الجماعات والمنظمات المختلفة تعكس بعدا نظريا لفهم الجائحة على مستويات الفرد والجماعة والمنظمة. كما أن السياسات العامة والتنسيق والتعاون الإقليمي والعالمي تجسد أيضا أبعادا أخرى لوصف وتحليل جائحة كورونا على مستويات الدولة والنظامين الاقليمي والعالمي. كلمات مفتاحية: جائحة كورونا، البعد السياسي، مشكلة دولية، أزمة عالمية، ومستويات التحليل. Abstract The Corona pandemic reflects the interest of politicians, researchers, and the public alike, as it simply touches the daily lives of individuals, states, and the world as a whole. A review of the literature reveals that researchers within the natural, social, and human sciences are also interested in studying the pandemic from its various dimensions. This study is generally concerned with the political dimension of the Corona pandemic; therefore, it deals with it as a contemporary global dilemma of interest to everyone on the one hand, and as a global crisis reflects competition and conflict on the other hand. This study deals with the Corona pandemic as a global crisis; thus, the focus will be on the decision-making process in different countries of the world. For example, Libya surprised by the pandemic and its threat to human life on the one hand, and the lack of time and risks arising from that on the other hand. The aim of this study is to explore, describe and analyze the Corona pandemic in a comparative framework that takes into account the position of the global system in dealing with the crisis. To achieve the aforementioned goal, six theoretical levels of analyses are using in an initial attempt to understand the pandemic and its consequences. Thus, the focus of this study will be on individual, group, organization, state, regional, and global trends towards the Corona pandemic. Since this study adapts the case study method; thus, Libya’s position from the Corona pandemic is examining according to the various levels of analysis.
