Overview

The study of the course aims to provide the student with the ability to identify the main features of the state’s financial activity, and to teach the student the importance of analyzing public expenditures and public revenues, as well as identifying the general budget cycle, its forms, and the scientific divisions of the budget.

Intended learning outcomes

A. Knowledge and understanding:

  • Introducing students to the concepts of state finance, fiscal policies, and fiscal policy objectives.
  • To make the student understand the rules and size of public expenditures, how to classify them, and the economic effects of public spending.
  • Introducing the student to public revenues, their classifications and forms.
  • Introducing the student to the concepts of the general budget, its cycle, and its scientific divisions.

B. Mental skills:

  • The student develops the ability to define the scope of the state's financial activity and the career development of the concept of state finance and fiscal policy.
  • That the student connects between the rules for preparing public expenditures and public revenues and the scientific divisions of the public budget.
  • The student analyzes the cycle of the general budget and its classification and divisions in Libya.
  • To develop in the student, the ability to evaluate the financial phenomenon of the state and the economic effects of the financial activity of the state.

C. Scientific and professional skills:

  • That the student defines the objectives of the financial policy and financial activity of the state.
  • That the student understands the procedures for tabulating public expenditures and public revenues.
  • That the student diagnoses the course and implementation of the general budget and its scientific divisions.
  • That the student diagnoses the procedures followed for public financial activity in Libya.

D. General skills:

  • Encouraging dialogue and discussion.
  • Developing the student's ability to use the computer in various applications.
  • Developing the student's problem-solving skills and enabling him to keep up to date with what is new in this subject.
  • Connecting the student with relevant institutions.
